On Monday, May 25, 2026, at Teikyo University's Hachioji Campus, Associate Professor Akira Parki of the Department Department of Political Science, Faculty Faculty of Law, held a special lecture in his "Public Policy I" course, featuring Shoichi Ukegawa from the Hachioji City Management Planning Division as a guest speaker, following on from last year. In this lecture, students learned about the future vision that the city aims for and the direction of urban development based on the comprehensive plan, focusing on "Hachioji Future Design 2040," the highest-level plan for Hachioji City.
In "Public Policy Theory I," we view public policy as "the direction and specific means for solving public issues," and systematically study the relationship between policies, measures, and projects. In this class, using an actual comprehensive plan as a case study, we deepened our understanding of how a future vision is developed into concrete measures. Mr. Ukegawa explained the characteristics of Hachioji City, the background of the plan's formulation, the positioning of the comprehensive plan, and the city's efforts toward citizen participation. He introduced the process of forming policies while incorporating diverse opinions from citizens through workshops and surveys, from a practical perspective.
In the latter half of the class, students engaged in group work, exchanging opinions on the future vision of the region and the ideal approach to urban development. They also learned about policy-making frameworks such as SWOT analysis and logic models, studying the thought process from identifying issues to designing policies. This provided students with an opportunity to consider specific policies from their own perspective, while being mindful of the relationship between objectives and means.
After the lecture, several students approached Senior Assistant Professor to ask questions about Hachioji City's initiatives in anticipation of future social changes and to exchange opinions, demonstrating their high level of interest in the lecture content. Reia Otaki (1st year, Faculty of Law), who took the class, said, "I was impressed by how Hachioji City is actively incorporating the opinions of young people through citizen participation in its urban development. Also, through the analytical methods covered in this lecture, I learned the importance of organizing the strengths and challenges of a region and clarifying the relationship between objectives and means when considering policies. I feel that I can apply this not only to regional issues but also to my own learning."
Department of Political Science Faculty of Law promotes education that incorporates practical knowledge through collaboration with practitioners such as local government officials. In the future, "Public Policy I" will continue to invite practitioners who are active on the front lines of local communities, and will develop education that deepens students' understanding of public policy and local government by moving back and forth between theory and practice.
