A guest speaker from Hachioji City was invited to give a class atHachioji Campus

On Monday, April 27, 2026, Associate Professor Akira Parki of the Department of Political Science Faculty of Law Teikyo University, taught a class on "Regional Policy Theory" with Mr. Toshiki Matsuzaki from the Collaborative Promotion Division of Hachioji City as a guest speaker. In this class, students learn about the reality of how challenges in local communities are being solved through collaboration among diverse stakeholders from the perspective of local government and regional policy, and in the first semester, "collaboration" has been particularly emphasized as an important keyword. This time, it was an opportunity to learn directly about the practical work of Hachioji City.

In the lecture, Mr. Matsuzaki introduced his experience in areas such as measures against abandoned bicycles, bicycle parking management, administrative and financial reform, and business evaluation, and his current role in community development in the Collaborative Promotion Division. The students learned about the breadth of work for local government officials and the different roles in each department. Next, the Hachioji City Comprehensive Plan, "Hachioji Future Design 2040," was explained, demonstrating how the city's policies and projects are systematically implemented based on the comprehensive plan, deepening the students' understanding of administrative management. Furthermore, the concepts of "collaboration" and "co-creation," which Hachioji City emphasizes, were introduced to solve local issues in cooperation with diverse stakeholders such as citizens, local organizations, businesses, and universities. Specific initiatives such as community development promotion meetings, community co-creation ideathons, and student participation in local events were presented.

Sakura Kawada (2nd year, Faculty of Law), who took the class, commented, "This lecture, which gave me the opportunity to learn about the actual state of administrative operations based on Hachioji City's comprehensive plan and to gain a deeper understanding of the administrative system, was extremely meaningful for me as I aspire to become a civil servant. I realized that we too have the opportunity to participate in community development, so I would like to investigate what is happening in the city where I live." In the future, the Regional Policy course will continue to aim to cultivate in each student the perspective and motivation to become a key player in their local community by providing opportunities to learn in line with real-world regional issues.
