On Wednesday, March 18, 2026, at Hachioji City Hall (Hachioji City, Tokyo), Kokoro Tomoda (3rd year student in the Faculty of Faculty of Economics), a member of Professor Yuji Kawakami's seminar in the Department Department of Business Administration Faculty of Economics, Teikyo University, gave a presentation to Hachioji Mayor Kazuo Hatsushuku about the winning theme of the Japan Sports Agency Commissioner's Award in the "Sports and Health Town Development Design Student Competition 2025".
This presentation was organized by the Japan Sports Agency, and its purpose is for the student who won the Japan Sports Agency Commissioner's Award, the top prize in the competition, to directly present proposals to their local government, receive practical feedback from the mayor who is on the front lines of local government, and exchange ideas on how to implement those proposals in the future.
On the day of the event, Mayor Hatsushuku and other Hachioji city officials were in attendance, and Ms. Tomoda presented her award-winning theme, "BE YOUR BASE – anyone, anytime, any way you want –". Her plan involves creating a "wellness hub" on the university campus that combines a community gym and cafe easily accessible to local residents. Mayor Hatsushuku asked questions about sustainable methods for implementing this as a service for citizens, drawing on Ms. Tomoda's experience and insights gained from her training in the United States. A lively exchange of opinions ensued.
After the exchange of opinions, Tomoda said, "I am deeply honored to have been given such a valuable opportunity. I would like to thank my professors, classmates, seniors, and everyone who supported me. Next year, I will be a fourth-year student. In order to realize this project, I would like to try various things in the remaining time I have as a university student, such as opening a cafe at the university festival. I would also like to continue supporting students after graduation." Finally, Ms. Mika Hirota, Counselor for Regional Development from the Japan Sports Agency, the event's organizer, gave a concluding comment, and a commemorative photo was taken, making it a fulfilling event that gave a sense of a bright future.
Tomoda's proposal is to have the reception desks at the three gymnasiums in Hachioji City open until the end of April 2026.
