Monday, October 5, 2026,Teikyo University Faculty of Law Department of Political Science Associate Professor In the course “Regional Policy II” taught by Akira Parki, the class welcomed Mr. Michifumi Oishi, Chief of the Children’s Happiness Division, Children and Family Department, Hachioji City; Senior Staff Mr. Kazuma Horiuchi; and Ms. Akane Takakura, an Administrative Officer, as guest speakers. The class was held under the theme “Hachioji City’s Initiatives to Support Children and Youth.”
This course focuses on learning about how local governments address regional issues and formulate policies, and this is the third lecture given by the department. This time, based on the "Second Phase Child and Youth Development Support Plan" formulated by Hachioji City, the lecture focused on issues surrounding children and young people, such as the declining birthrate, school absenteeism, and young carers. Specific initiatives by Hachioji City, such as support for youth independence and seamless support from pregnancy onwards, were introduced. In particular, Hachioji City has a strong track record of listening to the opinions of children and young people and reflecting them in policies. Two years ago, students taking this course also cooperated in a survey during the formulation of the plan. In this lecture, students were given the opportunity to express their opinions on policies for supporting young people. Additionally, "Soto no Mori," which opened on October 3rd (Saturday) at the south exit of Hachioji Station, was introduced, and students learned about creating safe spaces for children and young people and connecting with the community. Momoka Saito (2nd year Faculty of Law), who took the class, commented, "Through the lecture, I realized that supporting young people, not just children, is connected to supporting future parenting and future generations of children. I also realized that it's important not only to improve support systems, but also to change the awareness and working styles of society as a whole so that people raising children can easily use them."
This lesson provided an opportunity to deepen our understanding of child and youth policy as a local issue and to connect the voices of those directly affected to government policies.
