On Tuesday, May 26, 2026, a special lecture was held at Teikyo University's Hachioji Campus as part of the "Public Administration I" and "Seminar I & III" courses, with an official from Kawaguchi City, Saitama Prefecture, as the guest speaker. This lecture was taught by Associate Professor Akira Parki of the Department of Department of Political Science Faculty of Law, who specializes in local government, and aimed to provide students with an understanding of local administrative systems and policies from both theoretical and practical perspectives.
In "Public Administration I," Ms. Eri Numaguchi from the Planning and Management Division, Planning and Finance Department, Kawaguchi City, gave a Senior Assistant Professor on the theme of "The Front Lines of Local Government Workplaces - The Reality of City Hall Employees." This was Ms. Numaguchi's third time speaking at the course. In her lecture, she provided explanations with specific anecdotes about her career path at Kawaguchi City Hall, her practical experience in multiple departments, personnel transfers symbolized by "informal notices," and the attitudes expected of city hall employees. Aoi Takano (2nd year, Faculty of Law), who attended the lecture, commented, "I learned that the work of local government employees involves frequent transfers and can be challenging. On the other hand, I felt that by accumulating new experiences, one can find a way of working that suits them. The phrase 'for the sake of others' left a strong impression on me, and it gave me an opportunity to think that working as a civil servant means contributing to society through administration."
Next, in "Exercises I and III," Junko Fujiki from the Planning Section, Planning and Management Division, Planning and Finance Department of Kawaguchi City, was invited as a guest speaker to give a lecture on the theme of "The Front Lines of Local Government Workplaces - From the Perspective of Community Development Based on the New Comprehensive Plan." Using the process of formulating Kawaguchi City's new comprehensive plan as a case study, she explained in detail how the highest-level plan of a local government is created, from drafting the plan to council meetings, public comments, internal coordination, voting, and the creation of the plan document. Kazuma Tanaka from the Prevention Section, Prevention Division, Kawaguchi City Fire Department also participated in this lecture. Yoshiki Nakamura (3rd year, Faculty of Law), who attended the lecture, said, "I learned that the comprehensive plan is an important plan that will guide the future of the city, and that many people, such as citizens, committee members, council members, and staff from various departments, are involved in its formulation. I also learned that the ability to express things in easy-to-understand language is required. I would like to use the internship I plan to take in Kawaguchi City this summer to learn about the work of the city hall on the ground and to think about my own career path."
The Parkai Seminar has been participating in Kawaguchi City's career education (internship) program since FY2023, creating an ongoing partnership with the city. The seminar students are scheduled to participate again this year during the summer, and this lecture is positioned as an introductory learning experience for them.
In the future, Parkai Associate Professor classes will continue to promote education that deepens understanding of local government through learning rooted in the field of public administration, with guest speakers who are practitioners on the front lines of local communities.
