On Friday, August 8th and Saturday, August 9th, 2025, Professor Shinichi Yamashita Department of Tourism Management Faculty of Economics, Teikyo University, was invited by the Tourism Bureau, Ministry of Transportation, Taiwan, to hold a workshop at the Chang Yung-Fa Foundation International Conference Center (Taipei, Taiwan) aimed at developing core human resources for Taiwan's tourism industry. The theme was "Twin Transformation (Simultaneous Promotion of Sustainable Reform and Digital Transformation)," and the workshop was attended by a total of 22 people, including 18 executives from Taiwanese travel agencies and hotel operators, two university professors, and two local and central government officials, along with five Tourism Bureau officials who participated as observers. Divided into five teams, the workshop took place.
On the first day, the participants compared international rankings such as world happiness index, per capita GDP, international digital competitiveness, and achievement of SDGs to understand Taiwan's current situation. After that, they selected four Nordic countries as countries that Taiwan should aspire to become, and gave a lecture on international competitiveness and Japan's tourism-oriented nation policy to explain their selection. Next, they conducted PESTEL and SWOT analyses of five regions: Jiaoxi, Tainan, Hualien, Beitou, and Taipei's Xinyi District, and presented their findings.
On the second day, lectures focused on smart cities and Mobility as a Service (MaaS). MaaS is a new concept that makes travel even more convenient, allowing users to search, book, and pay for transportation options such as trains, buses, and taxis all in one smartphone app. The lectures highlighted Taiwan's superior position at 23rd place in the smart city rankings, compared to Tokyo (108th) and Osaka (99th). The lectures also highlighted the importance of promoting the MaaS service "MenGo" in Kaohsiung, Taiwan. In the afternoon, lectures analyzed responsible tourism in Finland, Australia, New Zealand, Hawaii, and Kyoto, and discussed the importance of developing sustainable tourism regions. Finally, each team proposed a tourism strategy that emphasizes digital transformation and sustainability. The workshop concluded with a commemorative photo session.
