On Monday, June 30, 2025, Teikyo University Faculty of Law Department of Political Science Associate Professor held a class on public policy theory taught by Akira Parki, with guest speakers Shoichi Ukegawa, Hachioji City Management Planning Division, and Hayaya Tanaka, Hachioji City Collaboration Promotion Division.
This class, taught by Parkai Associate Professor, who has about 30 years of administrative work experience in Yao City, Osaka Prefecture, focuses on learning the interface between the theoretical framework of public policy and its operation in actual administrative settings. This time, as the "practical part," we invited an employee of Hachioji City and learned about the direction of Hachioji City's urban development and administrative efforts through the voices of actual workers. Mr. Kakegawa, who took the podium, explained the overall framework and background of planning and the significance of the planning process, and Mr. Tanaka explained specific examples of practical examples of citizen collaboration, as well as innovations and issues in the field. The session was a valuable opportunity for the participants to learn about the background of policy making, the planning process, and practical efforts through citizen collaboration, including group work and a questionnaire survey using social networking services.
Students who took the course shared their impressions, such as, "I was able to understand the significance of developing government services based on a plan, and it made me interested in my own town's comprehensive plan," and "I was impressed by the attitude of citizens and the government working together to envision the future." Learning about the field of planning administration deepened their understanding of the reality of policy. Going forward, "Public Policy Theory" will continue to actively incorporate on-site knowledge in addition to theory, providing opportunities to learn about the essence of public policy from multiple angles. We will continue to enhance learning opportunities in collaboration with practitioners so that each student can develop the perspective and practical knowledge to take responsibility for the future of their local community.
